Vector Marine Electronics, Ltd on the All-Russian meeting

On the initiative of Vector Marine Electronics, Ltd and FSBI “VNIRO”, on May 22, 2015, the All-Russian meeting “Strategy of import substitution of scientific and fish searching sonar equipment for the needs of the Federal Agency for Fisheries and Fishermen of Russia until 2020” was held. The meeting was attended by experts and scientists from design organizations developing hydroacoustic equipment, manufacturers of hydroacoustic equipment, scientific and educational institutions of the Federal Agency for Fishery, representatives of service organizations of marine equipment.

"The strategy of import substitution of scientific and fish search sonar equipment for the needs of the Federal Agency for Fisheries and Fishermen of Russia for the period up to 2020"

The meeting was held on May 22, 2015 in Moscow in the conference hall of the All-Russian Research Institute of Fisheries and Oceanography.

There were specialists and scientists from the design organizations developing hydroacoustic equipment, manufacturers of hydroacoustic equipment, scientific and educational institutions of the Russian Fishery Agency, representatives of service organizations of marine technology. In total, 34 people took part in the meeting, including 6 doctors of science and 18 candidates of science.

The meeting was opened by the director of FSBI “VNIRO” M.K. Glubokovsky, who welcomed the participants and guests of the meeting on behalf of the leadership of the institute and the Federal Agency for Fisheries. Mikhail Konstantinovich noted the importance of holding this event under the restrictions imposed by foreign manufacturers for the sale of high-tech instruments of marine technology in the Russian Federation and the need to develop Russian advanced sonar research and fish search equipment in order to implement import substitution policies in Russia. I wished the meeting participants fruitful work and constructive decisions.

An introductory speech was made by the director-general designer of Vector Marine Electronics, Ltd A.N. Dolgov, who highlighted the agenda of the meeting, focused participants on the problems faced by the developers and manufacturers of sonar equipment to create import-substituting equipment in conditions of tough competition with foreign manufacturers of marine equipment and the need to organize work with fishing companies to analyze existing sonar equipment and the advantages of the promising domestic import-replacing fish finder presented at the meeting.

Welcoming remarks were made by the Deputy Chief of Staff of the Committee on Science and High-Tech Technologies of the State Duma of the Russian Federation A.V. Todosiychuk. He focused on the main problems of Russian science, including the reduction of budget funding for applied and basic research, aging and reduction of human resources, insufficient material resources for modern research and the implementation of high-tech developments.

The main report of the meeting was the report of the Deputy Director for Scientific Work of Vector Marine Electronics, Ltd Tretyakova S.V. on the development of the domestic RPA for the fishing fleet of Russia. They are presented with a list of promising RPA models, indicating the main technical characteristics of the equipment and their functional capabilities. The proposals submitted by Vector Marine Electronics, Ltd for the development of a number of Russian RPA for the fishing fleet of Russia in the framework of the cluster of marine instrumentation in general, approved.

Also Tretyakov C.V. He reported on the results of the scientific and technical activities of Vector Marine Electronics, Ltd in the interests of the Russian Fishery Agency, obtained in the course of research and development under the Federal Target Program "Development of civilian marine equipment for 2009-2016" . In particular, they presented the results of the creation of a portable sonar sector survey at Vector Marine Electronics, Ltd. This is one of the few OCD FTSP RGMT, which ended not only with the development of a prototype, but also with conducting full-scale tests in two regions (the Sea of ​​Azov and Lake Deep). The report of the Deputy Director of Vector Marine Electronics, Ltd V.P. Degtyarev presented the “Concept of a cluster of civilian marine instrumentation in Taganrog with a specialization in the design and production of import-substituting scientific and fish exploration sonar equipment (RPA)” and the corresponding “Roadmap for the creation and operation of the cluster” developed by Vector Marine Electronics, Ltd. The meeting participants agreed that the proposed concept of a cluster of marine instrumentation is particularly relevant in the context of sanctions from foreign suppliers of scientific and fish-based sonar equipment and could potentially become an import substitution mechanism for such equipment.

The meeting participants initiated discussions on such important issues as relationships and interaction between developers, producers, consumers and experts regarding orders for the development, production and supply of the RPA. The possible ways and conditions of financing from the budget funds of the ROC for scientific and fish-searching sonar equipment are indicated. It was proposed to consider the possibility of using the principles of public-private partnership.

The meeting was held in a businesslike and constructive atmosphere. Following the meeting, a draft decision was prepared, which was distributed to the meeting participants.

The meeting participants noted the importance of holding such meetings and expressed the hope that such events would continue at least once every three years in order to analyze the implementation of recommendations of the Meeting Decision and the results of the ROC on the creation and implementation of domestic import-substituting scientific and fish search sonar equipment that were approved by the meeting.

The meeting participants were invited to send their comments, additions and proposals within two weeks to prepare the final version of the Decision..
