In 2012-2014 Vector Marine Electronics, Ltd in the framework of the Federal Target Program RGMT 2009-2016. performed the design and development work on the development and manufacture of a portable multibeam sonar sector survey for counting fish in the fenced areas of coastal marine fishing zones and in inland waters, the code Sector. After successful full-scale tests of the prototype of the Vector Marine Electronics, Ltd did not stop there and planned to refine, improve and develop the software PGLS "Sector".

In June 2015, as a small innovative enterprise, an application was filed to the FSBI “Foundation for Assistance to the Development of Small Forms of Enterprises in the Scientific and Technical Sphere” for a grant under the program to support high-tech sectors of the economy “Development”. A total of 301 applications were submitted for participation in this competitive selection, of which 94 were recommended for funding, including the application of Vector Marine Electronics, Ltd for conducting R & D on the topic: “Developing a software module for piece counting fish and integrating it into portable multipath software sector-scan sonar with split-beam technology ”,“ Sector-multiplicity ”cipher.

In September 2015, an agreement was signed with the Foundation, work began on the 1st stage, an agreement was signed with the co-author - FSBI “All-Russian Research Institute of Fisheries and Oceanography”.
